This comment appears to assume evacuations will occur primarily in cars. During a flood or storm, this is may not be the case due to inaccessible roadways. Additionally, the increased use of electric vehicles may add additional challenges if an evacuation occurs after an extended power outage. Please revisit this section and ensure you are considering all modes for all emergency types.

This has the additional benefit of increasing tree canopy, as trees adjacent to powerlines are trimmed to shorter heights. Since powerlines are often also adjacent to sidewalks, tree trimming for powerlines reduces shade for sidewalks.
