The Sacramento grid needs to reduce the heat island effect to reduce catastrophic mass mortality events from heat. Tree planting is needed, but the city does not fund enough tree planting in the city. There are several open tree spots in the city that need to be planted. The city also needs to remove as much pavement as possible to reduce the heat island effect. Removing pavement reduces impermeable surfaces which will decrease flood risk. The city should prioritize building a Greenway through the city to reduce the heat island effect. There is state funding to do this through Prop 4, but the city needs to prioritize applying for that funding.

Please do not destroy discovery park to build truxel bridge. Bulldozing 2000 canopy trees is not going to build a resilient city. Canopy trees provide shade for humans and the ecosystem, and help cool the local area. Build the green line extension along the I-5 so cutting trees is not needed.
Transportation for those dependent on public transportation is a giant concern. But more of a concern is the condition of the streets that all transportation would be using. The streets are in alligator condition, rippled, potholed, falling apart. The city seemingly zero concern about this, but when a giant weather event happens and people must get out, the streets may be the biggest obstacle they face. If the roads are not fixed, we could all be at risk, those with vehicles, those needing rescued, those needing public transportation. Can we deal with that also?

The continued expansion of building in the flood plain needs to end, like that kind of building out by the airport. It was a bad idea to allow so many houses to be built in the first place, and it needs to end, with all building. Houses and commercial building included.

This is a good Plan. But a plan without funding is just a plan. The city needs to find ways to fund this plan from existing funds, as well as pursuing new funding. Urban Forestry is low priority in the city’s budget.

The Urban Forest Plan is rife with a lack of firm standards for development, using terms like “encourage” rather than “require.” As the city increases density it must preserve existing canopy and increase it. When trees are removed, the city should receive the full amount of their value from the developer for the Tree Planting and Replacement Fund. Project by project, the buildings are winning and the tree canopy is losing. Urban Forestry needs increased funding for maintenance of existing trees as well.

I have not seen where this plan considers residents that are without cars. Lack of transportation/means of evacuations is one of the factors that made Hurricane Katrina so deadly. This is a serious and obvious issue that needs to be addressed. The city is discouraging car ownership by eliminating parking, increasing density without requiring off-street parking, and considering unbundling parking from apartment rental. The price of vehicle ownership is also rising and out of reach for many. All of these factors make it difficult to own a car, which will impose a hardship on low income residents. There is also the issue of evacuation in the event of a disaster, with less cars available for that purpose.

This situation is crying for a remedy. Again, it is a matter of economic and environmental justice, as under-canopied neighborhoods and bus stops are often in disadvantaged parts of the city. It is not safe, equitable or healthy for people to wait in the heat, without adequate shelter from the sun. Top consideration should be given to bus stops with less frequent service, where people must be exposed for longer periods of time.

This is a matter of economic and environmental justice. Trees are needed for safe active transportation, including access to public transit. Bus stops in many areas lack shade or even kiosks.
